Urban planning: simplifying 'commodo' applications

A new electronic assistant for the simplification of 'commodo' applications in the housing sector in Luxembourg has been introduced.

03-commodoFrom 3 July 2017, 'commodo' applications can partially be made online. In order to make it easier for the applicants and give them a better understanding of the information required, the Environmental Administration (Administration de l'environnement, AEV) took the initiative to prepare a MyGuichet e-wizard called 'e-form commodo'. It allows to reduce the number of required forms from 33 down to 1 single electronic form.

Please note: the ‘commodo’ authorisations set the conditions for the layout and exploitation of buildings in order to guarantee the protection of the environment and safety on the building site as well as of the public and the immediate neighbourhood.

For whom, what, why?

In line with the government's digital strategy, the electronic assistant is a first step in the digitisation of the procedures related to the 'commodo law'. The e-form concerns the chapters 'environment' and 'security' of these applications for classes 1, 1A, 1B, 3, 3A and 3B. The classes 2 will be introduced in August 2017.

The assistant's main objectives are:

  • simplification of the permit application,
  • ensuring the presence of essential information for the establishment of the application,
  • reducing the number of incomplete applications,
  • authenticating reported information.

However, note that this service does not yet provide the option to directly send the application electronically — this is nonetheless planned for the end of 2018, at the earliest. Until then, documents will still have to be printed and sent via mail.

MyGuichet's commodo e-from is an important part of the government's Digital Lëtzebuerg strategy which aims at the computerisation of government services and the dematerialisation of administrative exchanges with citizens and businesses.
