On 26 February 2018, Minister for Development Cooperation and Humanitarian Affairs Romain Schneider signed 14 framework agreements on awareness raising and development education and the mandate of the third-world information centre CITIM (Centre d'information Tiers Monde) with a number of Luxembourgish development NGOs for a total sum of 6,534,587 euros over a three-year period.

A financial guarantee

The Directorate for Development Cooperation and Humanitarian Affairs at the Ministry of Foreign and European Affairs is subsidising 80% of the three-year framework agreements, with an annual ceiling per agreement of 350,000 euros. To be able to take advantage of a framework agreement, the development NGOs must have the necessary resources and skills, including a long-term educational strategy.

The CITIM mandate was signed with the development NGO Action Solidarité Tiers Monde a.s.b.l.; since 1982 - through the CITIM - it has been offering specialised documentation on countries in the southern hemisphere, north-south relations, and human development.

Awareness raising and development education - a priority

Minister Schneider said that awareness raising and development education was an essential part of development cooperation, on a par with action carried out in southern countries, and was being paid particular attention. The aims of the activities carried out by development NGOs in the Grand Duchy in respect of awareness raising and development education are to throw light on north-south relations, to make the people of the Grand Duchy aware of the shared responsibility involved in achieving the objectives of sustainable development, and to promote the various aspects of development cooperation, such as education, health, handicap, and fair trade.
