The Luxembourg Reception and Integration Agency (Office luxembourgeois d’accueil et de l’integration, OLAI) offers every foreigner legally resident in the Grand Duchy of Luxembourg who wishes to live there for the foreseeable future an opportunity to sign a Welcome and Integration Contract (Contrat d'accueil et d'intégration, CAI).
The CAI is covered by the Law of 16 December 2008 concerning the reception and integration of foreigners in the Grand Duchy of Luxembourg. Provision for its implementation is made in the Grand Ducal Regulation of 2 September 2011.
Conditions to be fulfilled by the person concerned:
- being of foreign nationality and aged over 16 years;
- being lawfully resident in the territory of the Grand Duchy of Luxembourg;
- wishing to remain there for the foreseeable future.
- language training;
- citizenship courses;
- a guidance day.
In order to have the contract validated by the issue of a certificate, it is important to complete those three requirements.
The OLAI is responsible for putting into effect the reception and integration policy for foreigners in the Grand Duchy of Luxembourg.
The integration policy applies to all foreigners, whether European citizens or nationals of third countries.
